Knowing how resources currently are being used to produce health services is a necessary first step toward greater efficiency.
- With financial support from the Bill and Melinda Gates Foundation, FHI 360’s technical leadership, the unwavering commitment from the Zambian Ministry of Health and the day-to-day support and diligence of Avencion Ltd., the REMS team has implemented REMS to combine existing data flows from the financial management system (IFMIS) and DHIS2 to produce near real-time estimates of unit expenditure on HIV/AIDS services at the point of care in over 325 facilities.
- REMS provides, for the first time in a sub-Saharan African health system, ongoing insight into how resources are being used to provide services, and enable health managers to identify and realize potential efficiency gains.
- Although this first REMS launch focuses on HIV/AIDS services in Zambia, the REMS programming logic can be adapted to support efficiency analysis for any type of health service, or for services provided in other development sectors such as education, nutrition and economic development/livelihoods.
