ck is a health economist who developed the overall approach of allocating expenditures to services used within the REMS system. He provided on-going technical guidance to the MoH on the allocation of resources to services and the tracing of financial expenditures to the site or above site levels. Rick developed the facility assessment tools and supported the Avencion team during data collection and to convert that data into RAMS. Rick worked closely with the programmers to test the REMS program logic throughout the system development cycle.

John is a health economist who has worked closely with Rick throughout the development of the REMS system and implementation in Zambia, focusing on strategy and resolution of technical challenges arising during implementation. John played a lead role in formulating the structure and content of the BMGF grant, assisting with modifications in approach due to changing circumstances in Zambia, planning for scale-up, and documentation of REMS development and implementation.

Dr Anita Kaluba is Director Healthcare Financing in the Ministry of Health in Zambia. Dr Kaluba was appointed by the Government of the Republic of Zambia to work as National Coordinator for the roll out of the National Health Insurance Scheme. Dr Kaluba has played a major role in development of National Health Insurance Legislation, Systems Development and Strategic Action Plans for UHC for all Zambians by 2030.

Greg is a Director at Avencion; an emerging market advisory and management consulting firm with offices in Africa and North America. Greg led the day-to-day activities during the REMS implementation in Zambia and used the building of the REMS e-health platform to create economic opportunities for young Zambians. Thirty-six (17 female and 19 male) youth ages 21-29 acquired one year of work experience in health analytics, finance and technology, and 100% of those who graduated the analysts program have full-time jobs, are business owners or are currently enrolled in a graduate program.
