REMS serves as a local enterprise-wide management cost accounting system for development health decision makers when such a system is not available.
- Routine: a regularly updated information source, available for ongoing analysis of expenditure levels and trends
- Efficiency: provides insight into the relative productivity of resources used to produce services at facility and health system level
- Monitoring: allows comparisons of unit expenditures across facilities, districts, provinces and time periods
- System: housed in relational database, accessible over computer network and eventually through an Android app
The system differentiates expenditures for resources used at the point of care from expenditures for resources used above the facility level (district, province, national, above national).
REMS provides decision making support to health sector planners, program managers and administrators, identifying which facilities, districts and provinces are providing services at the lowest and highest expenditure per unit of service.
